Many Cleverwolf fender eliminator kits have a plate angle of almost 45 degrees from the road surface, so this is a countermeasure to raise the angle by about 5 degrees.
The cross section of the plate is shaped like a slope plate, and it is used between the license plate and the fender eliminator kit.(The thicker side is of course the upper side)
